To gain access to the Expanse Galaxy you need an Intergalactic telemetry beacon. To get this you must complete the questline of a certain NPC which is located on Ikora in the Grantham system. You will need to be level 30 to enter the expanse. Entry to the expanse is though the jump gate in Sharaia.
