I have found an NPC, but it won't talk to me. What gives?

There are a few reasons to why an NPC will refuse to give you missions.
1st: If you have an active mission. Check the 'Active NPC Missions' in the 'Interaction' drop-down list. It will show the NPC mission you have active. Complete or abort this mission to talk to any other NPC.

Warning! Some missions may incur a penalty of some kind if aborted after being accepted.

2nd: You do not have enough faction standing. As of August, 2009, NPCs have received a faction alignment factor, as was previously only the case with NPCs in Verec-Per. You must raise your standing with that particular faction to receive any further missions from that particular NPC.

Keep in mind that having standing with one faction may automatically exclude a different one. The best known case is the Pirates vs. GalFed/Alliance.

The NPCs in Verec-Per still use their original system of requiring VP Honor, not VP H.B. Standing.

3rd: You have finished all missions currently available from that particular NPC. There's nothing you can do about it. But do congratulate yourself on managing to finish all the missions that NPC offers.

3rd b: The NPC has no missions to give yet. Check back at later times, especially after Dev posts on NPCs.
